This position serves as the Borough Administrator's executive officer and performs the major duties described seeking direction from the Borough Administrator when necessary. Please ensure you meet ALL qualifications listed before applying.
Duties and Responsibilities:
  • Provides project and program management when necessary. This may include but not be limited to the following:
          *Writes, reviews and administers professional service and construction contracts.
          *Drafts and disseminates requests for bids, request for proposals, statements of qualifications and leases.
          *Participates throughout the life of the project and evaluates completed projects.
  • Assists the Borough Administrator with personnel functions and works cooperatively with the Borough Administrator to supervise the Borough Staff
  • Prepares Assembly agenda statements and resolutions when needed.
  • Coordinates with Borough staff to plan, implement, monitor and evaluate projects and programs for resource and economic development and community improvements.
  • Represents the borough for various public purposes, such as speaking engagements for organization memberships, boards and commissions.
  • When necessary completes grant applications and maintains grant correspondence as needed.
  • Assists the Borough Clerk with the Borough Planning Commission and attends such meetings when necessary or requested by the borough administrator.
  • Works with the Borough attorneys, lobbyists and others when needed.
  • Assists the Borough Administrator with Risk Management responsibilities for the Borough, including coordination of insurance, maintaining insurance property records, and overseeing loss/safety training for employees as needed.
  • Performs other duties as assigned by the Borough Administrator.
Job Requirements
  • Minimum of a Bachelor's degree required preferably in business/public administration, planning, economics, or related field.
  • Three years or more of municipal management experience. Prefer prior experience with an Alaska municipality.
  • Demonstrates ability to take direction and then work independently to complete assigned tasks.
  • Extensive knowledge and working skills dealing directly with local government responsibilities, programs, and processes, including state and federal and legislative processes.
  • Excellent oral and written communication skills.
  • Skilled supervisor and personnel manager.
  • Skilled in planning, organizing, financing and managing local government construction/capital projects.
Work Environment:
The majority of the work is performed in an office environment in Anchorage and consists of desk work utilizing a computer, phone and other office equipment. Regular travel within and outside of the Borough may be necessary, on an as needed basis.
Supervisory Control/Responsibilities:
The Assistant Borough Administrator reports to the Borough Administrator. When the Borough Administrator is absent or unavailable, the Assistant Administrator works directly with the Mayor.
The Assistant Borough Administrator assists the Borough Administrator in supervising the Borough Staff as assigned by the Borough Administrator.  The Assistant Borough Administrator carries out supervisory responsibilities in accordance with borough policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, directing work; appraising performance; rewarding and disciplining employees; addressing complaints; and resolving problems.
